The One Stop Shop
center was opened by
Al-Bireh
municipality, which
is considered a new
experience in
administrative
development and work
of municipalities.
and it is considered
a first step towards
similar projects
that will be adapted
by municipalities of
Ramallah, Betunia
and Salfit as a
result of their
cooperation in
achieving this
project, the work to
establish similar
centers started last
year, the main idea
was the will of the
concerned parties to
improve the way they
work and to make
life easier for

According to eng.
Waleed Hamad, mayor
of Al-bireh, the
new center will
provide better
services to the
citizens equally,
and improve
administrative
procedures in the
four municipalities.
He says: " the new
center aims on one
side to improve the
administrative
procedures provided
to citizens equally,
in a better way, and
rapidly.
The center is run by
a team from the four
concerned
municipalities, in
addition to Local
Autonomy Ministry,
GTZ, Ministry of
Finance and
Palestinian
federation of local
authorities. |

The
center will receive
all applications of
the citizens needs,
their comments, and
also receiving
citizens and direct
them to the required
service. Also it
will receive
receipts and
payments from
citizens.
The mayor believes
the center will
provide services
comfortably and
quickly with less
effort and cost .
Hamad adds " in
addition to the
previous advantages,
reducing the
traditional way, and
give the
municipalities to do
their administrative
tasks completely.

He says that the
system will be
flexible, accurate
and fast in
finishing citizens
needs. He says that
the center will
deliver documents
needed by citizens,
care about citizens
comments and give
site plans, and it
work will be always
supervised and
evaluated to see if
citizens are
satisfied by its
performance. |

GTZ introduced the
project according to
the Palestinian-
German cooperation
to cover four
municipalities : Al-
bireh, betunia,
Rammalla and Salfit
in many fields like
strategic planning,
development,
administrative and
financial
development, IT
development and
public relations.
The center is run by
a team of eight from
the four concerned
municipalities, in
addition to Local
Autonomy Ministry,
GTZ, Ministry of
Finance and
Palestinian
federation of local
authorities . |

The team held about
33 meetings since
18/8/2003 where they
discussed the center
services, models,
plans, propaganda,
and a general
scheme, and a
training course was
held for the workers
in the center.
The center aims to
improve the services
provided to the
citizens to achieve
justice and
equality, in a clear
and supervised way.
